multiply your weight by 12, try nutriet break down 65%p/25%c/10%f. add some cardio in, start at 20min 3 timer per week and increase progressively, as you come down in weight you will have to keep reducing your caloric intake
 
I always thought it was weight multiplied by 10 for maintaining weight. 12 was to gain weight. I could be wrong in my facts though. I'd better check into that. The 65/25/10 is a good rule.

lets see what you are proposing:
200lb bodybuilder:
200*12=2400cals per day to gain weight??? i hope you are not serious, try bulking on 2400cals per day and i guarantee you that you will get nowhere and just waste your gear
