How do you make HCG solution?

I have one pretty big amp of ProfasiHP 10,000IU HCG powder, and one smaller amp of 1ml disolvent (both are by Serono). The instructions are in spanish:
Cloruro sodico al 0,9% en agua para inyeccion.

I'm not sure what that means, or how to mix the powder and dissolvent. Should I snap off both tops, and pour the dissolvent into the larger amp of powder and mix with a syrying needle, or do I need to add sterile water or anything? I was planning on shooting 2500 IU's every 3 days in week 6 of my cycle, but I'm also not sure how many cc's that is, or what injection schedule is best.

Any suggestions would be greatly appreciated!

Mix them together and u said u wanna shoot 2500iu's every 3 days so that would be 1/4cc every 3 days.

is that diluted enough or should I dilute it with water to be able to shoot 1cc at a time (maybe for better absorption)?
