How do you look up someones information through their IP Address?

Pretty sure theres no way a program can trace your location based on current IP address. You would have to ask the ISP to disclose that kind of informatin.

You can do a whois name server lookup if its a registered domain. But that's only a registered domain and its public information. No need for special program.

go get a sniffer. or some firewalls have sniffere capabilities.

After you trace the IP back to the ISP is when good social engineering skills come into play.
