How do you go about tightening loose skin that is around waist?

Used to be 80lbs heavier. Lost the weight. Now have this stubborn bit of fat on my chest, love handles and back. How do I tighten this area up when I lose the remaining fat. I am starting winstrol/EQ and OX, t3 on monday. Will this help..............OX is very very expensive, are the gains for men worth the $$???
