Not necessarily. "Transgender" from a biological point can mean a lot of different things. A fetus, in the early stages of development, has the precursor plumbing for both female and male urogenital systems. Under normal conditions, one of the systems is inhibited entirely and the other develops. With biological "transgender" issues, weird stuff can happen.
