Help with Blood Levels! GH,TEST,DHEA

I think that I know the right thing to do and the wrong thing to do but I am thinking of the smartest thing to do. I have done 4 cycles of the past 3 years and have had great success at a mere 26 years old. I have been lifting for 7 years and have put on around 50 solid pounds that I have been able to maintain. The problem that I am having is I had my blood levels checked 6 years ago when I was 20 years old and I did have low test serum levels at around 260 which is very low for my age. After I found my levels so low 6 years ago I decided to supplement myself with cycles. The problem I find now is I just had my blood levels checked around 20 weeks after my last cycle and my test serum levels are at a 170, my growth hormone levels are a <.01 and my DHEA levels are a 169 which are all extremley low. You wouldnt really tell my looking at me but I know that this extremly affects my quality of life. I still plan on cycling throughout my life but I dont know what to do to establish a baseline so that when I come off for 20-30 weeks at a time that I dont feel like shit and am always tired. I dont know the best baseline protocal to take care of the GH,DHEA and Test levels. I did proper PCT and eat great.

I move from my HRT program to cycles and then back to HRT. I never have this down feeling though I obviously don't make gains on HRT like a cycle.

When I am on HRT, I use blood testing to gauge where all my hormone levels are at. With HRT I am within range and feel "young" and full of energy. I do struggle with cholesterol and am trying to improve my numbers with fish oil rather than statin like Zeitia.

Would a low dosage HRT program give you this baseline? The numbers would be revealed in a blood test.
