Well what do you need advice for? If you live her and all, what you say should come naturally once you get going. You might want to throw in no matter what happens, the two of you will still be great friends just to reassure her your not chancing you being friends on the two of you getting together.

alright heres the deal. guys and girls can only be friends if one is ugly and the other has no sexual interest. even then its not likely to work out. so if you are a good looking dude you could definitely poke her. make your move.

that complicates shit man. if this guy is better looking than you and she is obsessed with him you could be in trouble. only you have an idea of how much she likes you. if her relationship with the guy isnt solid now id say you have a good chance.

if she says no...keep being her friend but fuck her...she obviously feels the need to be treated like shit for the rest of her life. some women are dumb like that. if u were nice to her she'd probably cheat on you/dump u then jump into bed with the ghuy thats a shithead.
only thing i can say is try not to frak her out by confessing ur deepest desires to her as this will only scare her, theres nothing worse when you start to say we'd be good togethe, she laughs, u begin to explain why and the look on her face turns to horror/shock.
i personally would say id like to take you out sometimeona 1-1 basis if u havent already, then get a bit touchy-feely with her and see if she doesnt mind/reciprocates, then maybe afetr a couple of dates say u like her(if she hasnt guessed she deserves to be drowned in turpintine) and u'd like to get to know hwer better or just plain try and kiss her and if she pulls away just tell her why u did that etc....
