If you are a low end user of juice your chances of getting a controlled delivery... even if your package accidentally rips open in customs and pours out all your amps at the foot of the nearest DEA agent... are almost non existant. Unless you are dealing on a large enough scale to attract the interest of the DEA there is almost ZERO chance of your ever getting a controlled delivery. They do do it very occasionally... but almost exclusively for the PR value of getting an occasional national news article out to keep people paranoid (your chances are much greater of being hit by lightning.)
The FBI, the DEA, US Customs, and the USPS are very overworked agencies. They don't have enough time to trace down the big shit... let alone waste a ton of man hours on some small potato juicer who ordered 6 vials of T200 and a couple TTykkoo decas.
