Guy I know pulled over for drunk driving.

ok, there's this guy I know (who is an idiot, but tolerable at times) who is always drinking and driving. Finally enough people told him to stop and he listened. On the way out of the pub one night, he checked his blood alcohol level at a breathalyzer set up near the exit. He was feeling drunk, but measured only 0.08 (the legal limit). He stopped drinking then an hour later headed out, and said he felt totally sober.

Anyway, long story short, he got pulled over by one of those alcohol checkstops the police sometimes set up, and his levels read 0.10 alcohol, and was arrested.

I was there to see him get both tests done, so what's up with this? Assuming the testing in the pub was accurate (and I'm sure it was), why would he get a higher reading while simultaneously reporting he wasn't feeling drunk?
 
If he was drinking beer its entirely possible that the levels were further raised even after he took the fist test.
 
I just blew a .19 last week and didn't feel THAT drunk. I knew I shouldn't have been driving, but had no idea how drunk the law says I was.
