Insulin is not controlled and neither is simple possession of hGH under federal law. Under federal law, distribution of hGH and possession with intent to distribute is punishable by imprisonment of up to five years pusuant to 21 USC 333.
Zyglamail is right, LEGAL MUSCLE is very comprehensive with regard to individual state's laws. Some states have created legal quagmires and, very often, legislators have essentially professed their ignorance. One such example, which Rick has pointed out in LEGAL MUSCLE, is Delaware's Uniform Controled Substances Act which so erroneously defines hGH as being synonymous with hCG. Telephone calls to the equally clueless Delaware Board of Pharmacy never clarified the issue.
