growing ephedra plants?

It is a Dutch tradition to grow your own weed plants in the attic or your garden in the Netherlands (as long as there are less than 4 plants I believe). Now, I am not interested in recreational shit, but it seems that the market for ephedra/ephedrin is shutting down in the US, hence in the rest of the world. It would be nice to grow your own. Assuming that it is not against the law, did anybody do this, and where did you get your plants/seeds? Is the epedra in the leafs?

Ephedra plants grow very slowly and are not easy to raise. In Northern America ephedra grows well in the South West United States and Mexico. Ephedra prefers dry soil and full sun and can be collected in any season, ephedra flowers in early summer. When havesting, place large branches in a light-resistant bag (not plastic), and keep in hot place (sun, near a heater) until dry.
