Getting cable for nothing

http://www.universal-cable-decoders.com does this look legit? seems too good to be true. I wondered if any of you have seen this link and followed it. Thanks

I think they are just selling a universall cable box.
It dont say anywhere that you'll get all the channells and payper view without paying.

At the top right corner of the page there is a logo saying "Universal Cable Descramblers " they also argue that " it will never get zapped " so i think they are tryin to sell a black box, but still hold that it is legal??
