Of the two you asked about the 9mm is the better.. althought they are both the same caliber.. they were measured differently the 9mm was measured using only the bullet
were as th 38 special was measured seated in the brass.. ok enough already.
the 38 is only available in a revolver were as the 9mm can be found in both semi auto and in some cases revolver with full moon clips. As for actual stopping power there was a detective out of detroit named marshall the did a whole lot of work in the study of one shot stopping power and it was found that the 9mm was slightly better then the 38.
I think the best round was the 115 grn federal hydra shock.. (at the time)
