Fiber and carbs

What effect does fiber have on carbs aside from slowing digestion. Do you not count a gram of carb if you consume it with a gram of fiber?
 
Fiber will have no impact on insulin, thus called a "non impact" carb. Fiber also will promote satiety. This is extremely useful when dieting.

Metabolic effects of fiber vary based on the types of ingested fiber.... its solubility in water, its hydration or water-holding capacity and viscosity, etc.
 
From the labels I've read, fiber is not counted under the "calorie count" of the food either. It's based on usable carbs, from the labels I've read and calculated.
