Enlarged Clitoris?

Is it true that women who take steroids get an enlarged clitoris? And if that's true, why doesn't steroids enlarge the man's penis?

This is sometimes true. Depends on the person, depends on the specific drug used, the quantity, the duration.

Hormones can only change tissue so much. Perhaps in the case of the penis that tissue can no longer react to androgens with further growth.
