Practice and punishment.

Go to the pet shop and by a collar that has soft little rubber spikes on the inside of the collar. They are created for this very reason.

Trust me, I tried the gentle leader collar that goes around her muzzle but she is very unhappy and tries to get it off all the time so I gave up.

I tried the spike one but because she is a smaller dog she was getting hurt because of those spikes.

SHe is small-medium dog and is a smart and very energetic dog...

i believe its more your actions with dog rather than the collar. if your dog pulls pull back, stop tell it no, pause, walk repeat as needed.(condensed version)
 
Have you tried a choke collar? Make sure you loop it right so that it opens when loose and tightens quickly when you pull. When used properly its not hurtful to the dog at all and gives a very progressive response to the dog. The harder she pulls the tighter it gets and also its great because you can snap it tight if your dog goes to eat some crap on the ground or tries to get at another dog. Its one of the best most basic dog training aids.

I did...no avail..

I will try this some ot the tips form Gymrat's link..
 
stop walking when he pulls.


He will get the message that if he pulls...he has to sit...NO FUN!!
