In Hammond, Indiana, a man was arrested for the murder of a 15 year old boy who was found buried in his basement. The authorities also found 2 more bodies of young boys. This particular man was found guilty of murdering a 15 year old boy over 20 yrs ago, sentenced to 33 years in jail, served half his sentence and was released. He was on probation for a few years. His neighbors or the community in which he lived was not notified of this man's past. The first victim's family was not notified when he was released. Now 3 more innocent boys have been killed at the hands of this twisted fuck. Does this make any sense?

I don't see why people should be notified of who has moved to their area. That info is publicly available at most any police station if they're so concerned. They gotta live somewhere. People need to do one of two things:
Raise taxes and build enough jails to keep them in there for life or shut the fuck up when they get out.
