What does it mean when your weakest portion of the deadlift is the eccentric phase ?

ie I can pull easily some weight but the way down is precarious (especially for the back - upper back rounding)

Sounds like you are just not bending with your knees and hips to let the bar down. Honestly, I drop the weight down. I don't do deads for reps and when I do I do singles....I do a rep, drop the weight...reset by standing up and then setting my hands on the bar and do another rep until I get the amount of SINGLES that I want.

You mean drop the weight after the lockout !?
I'll try that next time

(I'm sure they'll like it at my commercial gym ;) )

Thx!

Word.

Even with a rubber mat if it's not a proper gym-strength one and you don't have those nice bumper plates then the gym owner will likely go ballistic at the first clang.

Your standard commercial gym/leisure centre could well have nothing more than a coarse carpet and they'll not be at all happy at the idea of several hundred pounds being dropped on a regular basis.

That's what I'm afraid of

Whenever I'm doing heavy Barbell rows I drop the weight at the end of my set

It's around 1 foot above the floor so it doesn't make much noise
Still, people are looking at me as if I were a big juiced mofo and a PT (who was helping his trainee do biceps curls on a half stability ball  ) asks me to be more careful lol

[and there's no "good" gym in the neighborhood ]

But I'll try anyway

I think we are just lucky where we are at. It's a Gold's gym, but the owner's like us because we help as many people as we can. A lot of people ask questions and we try and answer them all. The powerlifters that train with me don't have egos and we genuinly care about each other. There is not one jerk in the bunch. I think that allows us some levity from the gym owners (Husband and wife.)

I tried to drop the BB at knee level today (sundays are less crowded)

It's much much better like that!

And despite some people who gave me the what-the-fuck-are-you-doin' eye contact I was not "asked" to make less noise :)
