I did misread the original question. Bozrad did not suggest that Norton had a dog's head as a tat (I don't think that Norton did), but he did say that Norton had some cool tats on his shoulders. I've pointed out that those tats are fucking Nazi (because Norton's supposed to be a racialist skin in the movie.)

Yeah, this movie was really good... I"ve seen better ones, but all in all it's a good movie.

Maybe I can shed a little light on the argument that the dogs on his back on racist tattoos. I am not a skin, but I have a few friends who are and they all have many tattoos. They don't just get tattoos, most of their tattoos have meaning. The dogs are just there to make Edward Norton look like more of a badass. The eagle, and the cross and other things are racist but not the dogs. Hope this helps.

BTW, if you really want this tattoo, go to a decent and reputable artist and he will be happy to accomodate. If that's what you want, he will watch the movie and do what ever it takes to make an accurate drawing of the tat that you want.
