Shadow.
I have always been super lucky with my lower body. While I do gain fat there, I also retain muscle there REALLY easily.
Best results for my lower body have been with plyometrics. They are so freaking awesome for lower body.
I posted a plyo routine I did awhile back - I can look for it again. Also - HIIT on stairs and sprints are so great.

ANd I am certainly not conservative - but not quite as crazy as I used to be.

But as I get back into shape after baby - who knows what will be posted!
