I think that's a bit harsh for graffiti. The one thing that gets to me about this type of punishment is that it's too severe for minor offenses and not harsh enough for severe crime. But it's my understanding that these whippings are also on top of a prison sentence! You go through all that pain and you still have to do time.

at the end of the day, that person caused a good degree of harm to many people. its hypocritical that americans/australians can condemn such punishments when we will happily lock someone up for something as potentially benign as smoking marijuana

It's all fun and games -- until some American gets locked up for 20 yeras cuz they were 19, drunk, and got caught with some weed. That "harsh" punishment agenda doesn't look so beautiful and pretty then.

The corruption and backwardness of the police and judiciary in these areas is legendary. It's like holding Mexican Cops and their methods up as an example of how american cops should act.
