Congressional Resolution

Pardon my ignorance of politics, but did Congress really need to pass a resolution that in effect says, "We condemn the attack."

Doesn't that go without saying?

The resolution is a statement of reasoning that is a record for future generations and a statement to the public in general to use in there study of why congress from that moment forward acts in the manner it has. I.E. the appropriation of the 40 billion dollars and the probably upcoming declaration of war.
