Go to the website of the manufacturer and see if they have a download to monitor the temp.

The loud fan could be dust bunnies...Cursed bunnies.

Also on the startup you might have an option to view bios information about the temp range.
 
Fans are cheap and plentiful. Replace the sucker. I mean blower. Oh poo, you know what I mean....
 
If your motherboard manufacturer doesn't have a utility for monitoring temperatures, which is highly unlikely. Just reboot your computer. Hit the Delete key at BIOS bootup and it should take you to the BIOS menus. One of them should have system monitoring information. You can find the temperatures of the various things the motherboard monitors in there.
