Complex Carbs

Is oatmeal a complex carb, or steel cut oats, and can they be used post-workout to restore glycogen?

You should have carbs after a workout (besides dextrose, I mean about an hour later) to restore glycogen, right?
 
First you train (hard)
Then you have a high GI carbs + protein meal/shake

And 1 to 1 and a half hour later, you can have a "regular" meal with low GI carbs like oatmeal

BTW if you're cutting you're not obliged to restore glycogen
