they stuck the CCTV cameras up on 'the quiet' on a much more reigonal scale, with private firms being hired by councils to stick thm up in areas which are fairly urbanised. this way they could get them up round the country, in schools, train stations, town centres, residential low income areas etc without a huge amount of attention featured on them. people were originally worried but were re-assured 'it was for their own saftey' where in actual fact its made less than huge inroads into crime
now they bring out the face recognition after the setting up of the infrastructuire for a nationwide CCTV netwrok without even a hint from the media about it.
at the superbowl they scanned every ticket holder without their knowledge. they found 16 minor criminals but chose not to do anthing
