Cardio Post Workout

Many times I have seen us tell folks that if they can't get their cardio in any other time to do it post workout. It is my understanding that the body is in a state of catabolism after a heavy training session and the goal should be to return it to a state of anabolism ASAP. So, why when one of our major goal with cardio is to not go catabolic with it would we ever recommend that someone who is not on do cardio when they are already in a catabolic state?
 
That's when I do it, and I love the results. Means I get 3 complete rest days every week. If I were trying to gain maximum muscle, I might do things differently, but for my goals this works.
