BULK help!

my stats

height: 6.2ft
weight: 14.2 stone
waist around navel: 35 inch

hey people im just having a slight dilemma lol i just had 3-4 months of no gym ( had family issues) but during this iv still been eating my 3,500 calories but its not been the cleanest KFC being the main contender.

But what im thinking is u may disagree but i dono if i was to have a dirty bulk and just maintain a calorie surplus which is hi in fats and perhaps add to the waist would this be ok im willing to jog it off in the summer i love a jog in the morning me lol or would the bulk be a waste of time because of the muscle loss doing the cardio in my cut ?
