I don;t think it was ever explained why in the first movie he even bothered to assasinate the black guy on the ship in the first place?

does the second film explain more? does it tell weteher or not he really did set up the assasination or was it really the cia? I'm going to see it tonight.

He was suppose to assassinate the black guy and chose to do it on the ship to make it look like it was one of his own people who did it. You know... out at sea... no one else around, etc... They wanted the guy dead but did not want it known he was assassinated so all his followers would not matry'd him. by making it appear that it was someone close to him, it would have thrown the entire organization he headed into chaos.

The guy was an ousted dictator who was stirring shit up from within france in ways the CIA did not like.

That is how the book portrayed him. The books just blow the movie away.
