bottle half full???

i just recieved a bottle of in the mail from a very "reliable" source and it looks to me that its about only 60% full. its supose to be 10ml of 300mg/ml GTP deca. i dont have a picture yet but ill will post it as soon as i can.

my question is, is this normal?
