what if they say no property no 10%
how does someone get out then? come up with the entire amount?

You'd have to have no property or collateral at all or be a huge flight risk if the bondsman won't cover you.
The court's can set the bonds or hold you without bail, but once a bond is set they cannot tell the bondsman what to do. the bondsman sets their own down payment. 5-10% is most common for dangerous crimes.
I live near the vista jail, and there are dozens of bondsmen in each shopping center for several surrounding miles. If one bondsman won't cover you, there are always plenty more.
