Avatar Question!!!

I have a gif that I want to use as my avatar. Problem is, it is a little too big. How can I shrink it? I tried before, but it will only open and be adjusted as a bmp. pic only. I can't change the gif. size properties. Any ideas?

I cant remember the name but Star once told me about a software you could download for free from www.download.com Works with jpeg, gif, bmp.......
