FBI: Attacks possible within days

Bureau issues
second warning
in five days

WASHINGTON, Oct. 11 — Saying it has received information that new terrorist attacks may be planned inside the United States or abroad in the next several days, the FBI on Thursday asked local police to be on the highest alert and urged all Americans to be wary of suspicious activity.

“CERTAIN INFORMATION, while not specific as to target, gives the government the reason to believe that there may be additional terrorist attacks within the United States and against U.S. interests overseas over the next several days,” the FBI said in its warning.
“The FBI has again alerted all local law enforcement to be on the highest alert and we call on all people to immediately notify the FBI and local law enforcement of any unusual or suspicious activity,” it said.
The statement, which was issued shortly before the Senate was due to vote on an airline security bill, provided no additional information.
Sources told NBC News that the warning was based on an “accumulation of information that points to continued attacks,” as opposed to a specific piece of new information.
“There have been reports of possible attacks in next few days, not with great specificity,” said one source, who like the others spoke on condition of anonymity.
“The intelligence agencies pass this on to the FBI for them to decide what to do with it,” the FBI said in its warning.

SECOND WARNING THIS WEEK
It was the FBI’s second request this week that law enforcement move to its highest state of alert. The first came on Sunday.
Thursday’s statement was the first to suggest attacks might occur within several days.

Attorney General John Ashcroft and FBI Director Robert Mueller have said they intend to alert Americans to any credible threats about future terrorist plans.
In recent days, the FBI has asked supervisors of water supplies, nuclear and electric power plant operators, owners of crop dusters and drivers of hazardous waste trucks among others to increase security to ward off attacks.
“We are working to do everything possible and we would enlist the help of citizens in that,” Ashcroft said earlier Thursday, before the FBI warning was issued.
The warnings have resulted in a host of new security measures in recent days: nuclear facilities are on the highest state of alert, federal air marshals are slipping invisibly into more airline seats and the FBI has told 18,000 local law enforcement agencies and 27,000 corporate security managers to be on high alert.
President Bush this week also named former Pennsylvania Gov. Tom Ridge as director of the new Office of Homeland Security, responsible for coordinating civil defense and terror response among a host of agencies

U.S. government departments and agencies also have been stripping a wide range of documents from Web sites in recent days because of perceived threats to such critical systems as pipelines, water supply stations and power plants.
The Nuclear Regulatory Commission, for instance, took down its entire Web site Thursday to review its content for “information that might be useful to adversaries,” said spokeswoman Rosetta Virgilio.
She said many other federal agencies also appeared to be in the process of removing such information from their sites.

The Transportation Department’s Bureau of Transportation Statistics has cut off public access to databases used for mapping because of stepped-up concern about U.S. transportation infrastructure.
The Environmental Protection Agency has dismantled its risk-management Web site, which contains general information about emergency plans and chemicals used at 15,000 sites nationwide.
