It depends on if they're selling ancillaries as research chemicals (at least in US). If not, and they're just flat-out advertising to bodybuilders/other athletes, then they wouldn't survive a future Raw Deal. But I don't think governments are that concerned with the ancillaries because they don't give athletes a big performance boost, which is a lot of what this is all about.
Being domestic makes it easier for a country's government to go after steroid/ancillary sites because they don't have to seek cooperation from a foreign government.
