animated .gif question

What's the easiest way to make a simple, 2-frame animated gif? Is there a simple freeware program I could use?

NeoPaint does not expire, and is good for animated gif's. (has nag screen at start)

file
new
picture type
animated gif
enter size, 256 colors etc.
click little black arrow (frame settings) for speed etc.

You can reduce colors at save to get the file under 20k or whatever.
Did these about 3 years ago using NeoPaint.
