when they seize a package do they flag the name and address, just the address, or just the name.

In Canada it depends on what the package actually had in it. Let's say it's some pro-hormones or a bottle of US Hydroxycut, then no, they won't flag your name or address. For the rest, AAS for example, yes usually.
