The threat of a major terrorist strike involving biological weapons occurring on U.S. soil is not hypothetical. Terrorist groups have used, or threatened to use, biological agents in a variety of circumstances, both domestically and internationally. As many as ten countries possess offensive biological weapons programs, including the People's Republic of China, Iran, Iraq, Libya, North Korea, Russia, and Syria. And the existence of these programs increases the likelihood that biological expertise will be transferred, directly or indirectly, to terrorist groups.

Biological weapons are extremely lethal substances that can be disseminated by various means, including aerial bombs, spray tanks, and ballistic missile warheads. They are easier and cheaper to produce than chemical or nuclear weapons. The lag time between infection and the appearance of symptoms makes it difficult to ascertain the exact time or place of a bioterrorist attack. Urbanization and the growth of modern transportation links increase the likelihood that a major bioterrorist attack will cause mass casualties because densely populated areas make lucrative targets; and transportation links, such as jet travel, make it possible that contagious substances can spread rapidly.

The growth of extremist groups espousing apocalyptic creeds also increases the threat of bioterrorism today. The Japanese cult responsible for the 1995 sarin attack in a Tokyo subway purchased a 48,000-acre range in Australia to test biological agents on livestock; sent members to Africa to obtain samples of the Ebola virus; and built two biological research centers, one in Tokyo and the other at the base of Mount Fuji. This terrorist group is known to have attempted at least four bioterrorist strikes in Japan while planning similar attacks in the United States.

THE LACK OF PREPAREDNESS AGAINST BIOTERRORISM
Despite the growing danger of bioterrorism, the United States remains ill-prepared to manage the consequences of a major attack on U.S. soil. Deputy Secretary of Defense John Hamre admitted last December, "We are not currently equipped to handle a widespread terrorist attack that would involve biological weapons."

The Clinton Administration's counterterrorism plan involves an unwieldy array of more than 40 different federal agencies, bureaus, and offices. A major bioterrorism simulation exercise conducted in March 1998 revealed glaring coordination problems within the response structure. The exercise also suggested the U.S. public health system would be incapable of coping with the aftermath of a major bioterrorist strike.

REDUCING AMERICA'S VULNERABILITY
The U.S. Department of Defense clearly has an important role to play in reducing the threat of bioterrorism. The Pentagon has designed specialized units to respond to terrorist incidents involving weapons of mass destruction within the United States. But depending on the location of the strike, it could be hours--perhaps even days--before federal units could respond in force. Local police and fire officials (the "first responders") therefore would bear the onus of initially managing the consequences of such an attack.

Further congressional action is necessary to reduce the danger of mass casualties from bioterrorist attacks in the United States. Specifically, Congress should:

Pressure the Clinton Administration to streamline and clarify the lines of responsibility for preempting, deterring, and responding to bioterrorism.

Increase funding for training and equipping first responders, according to the needs of specific locales.

Mandate national requirements for stockpiling antibiotics, and require the U.S. Centers for Disease Control to update quarantine procedures.

Fund the development of sensors capable of providing early of warning of biological attacks in major U.S. cities.

Insist on greater transparency of Russia's military biological facilities, as called for in the September 1992 Joint Statement on Biological Weapons, and initiate a focused bilateral program with Russia to channel the expertise of former Soviet biological warfare specialists toward constructive purposes.

Boost intelligence funding required to track terrorist organizations interested in biological agents. Require the intelligence community to publicize the names of former Soviet biological warfare specialists who share their expertise with rogue states.

Develop the equivalent of Megan's Law for individuals convicted of violating state and federal laws regarding the possession of biological agents.

Develop a sustained public education campaign on the threat of bioterrorism.

CONCLUSION
The threat of bioterrorism is growing, but a catastrophic attack on U.S. soil should not be considered inevitable. The development of a coherent strategy to defend against this terrorism would help deter bioterrorists and sponsors of state terrorism who otherwise might consider such attacks.
 
In a recent speech to the graduating class of the Naval Academy, President Clinton perceptively highlighted the growing threat of biological terrorism. Terrorists -- acting independently or with the sponsorship of a hostile government -- could disseminate deadly microorganisms capable of killing hundreds of thousands of Americans. Five pounds of anthrax bacteria could kill 300,000 people. President Clinton's proposed response to such catastrophic terrorism, however, is off the mark.
The president advocated strengthening the Biological Weapons Convention "with a strong system of inspections to detect and prevent cheating." He also proposed upgrading public health systems to detect and warn of biological attacks and stockpiling antidotes and vaccines for the most common biological agents. None of those measures is likely to prevent or greatly mitigate the effects of a biological attack.

Biological weapons can be made with readily available commercial technology in a small facilities, such as wineries or hospital or pharmaceutical labs. Even if a regime of stringent inspections is set up to attempt to detect cheating on the BWC, it will fail to stop the spread of such weapons. The stringent monitoring of Iraq's biological weapons program has been unable to guarantee that all of its biological material was destroyed. And even in the unlikely event that all of the material were destroyed, Iraq or any other country that wanted to cheat could produce more of it at any one of numerous commercial facilities. In short, the BWC is unenforceable.

Educating doctors about the telltale signs of a biological weapons attack may help, but those symptoms can easily be confused with those of common respiratory illnesses. In addition, detection devices being developed for the battlefield will probably not be effective for use in U.S. cities. The likely delay in detection will probably make the stockpiled antidotes -- which usually need to be administered before symptoms show up -- worthless. Once an attack is under way, vaccines can only reduce massive casualties if people who are as yet uninfected are inoculated. Even if stockpiled antidotes or vaccines could reach the scene of the attack in a timely manner (which is problematical), they may be defeated by genetically engineered microorganisms that are resistant to them.

Even the Defense Science Board admitted that government efforts to prevent or mitigate the effects of biological terrorism (as well as chemical or nuclear attacks by terrorists) can be only incrementally effective. Unfortunately, such marginal improvements may allow U.S. leaders to pretend that they are doing something about a largely intractable problem, thus avoiding the only solution that will lessen the chance that catastrophic terrorism will ravage the American homeland: adopting a more prudent foreign policy.

The Defense Science Board acknowledged that "historical data show a strong correlation between U.S. involvement in international situations and an increase in terrorist attacks against the United States." Therefore, the United States must abandon the policy of intervening anywhere and everywhere in the world, regardless of whether its vital interests are at stake. For example, in recent years, the United States has intervened in conflicts in Bosnia, Haiti and Somalia -- none of which threatened American security. Now there is talk of intervening in the turmoil afflicting Serbia's restless province of Kosovo. Disaffected radical groups in any of those conflicts -- perceiving that the United States favored the other side in the dispute -- could launch a catastrophic terrorist attack on the United States.

Even when the United States merely takes a high-profile role trying to mediate conflicts -- such as the Cyprus dispute, the Israeli-Palestinian feud, or the volatile conflict in Kashmir between India and Pakistan (where U.S. intervention is likely) -- it runs the risk of alienating fanatics on one side or the other. Mediation of a conflict is not always perceived as a neutral act. For example, Pakistan welcomes international mediation of the Kashmir question, but India regards the dispute as an internal affair and shuns mediation. Also, parties to the dispute may resent American participation because they perceive that the United States is trying to impose a solution that fulfills American goals. Although mediation may be welcomed by most parties to a dispute, the radical fringe on either side may oppose any settlement at all and retaliate against the mediator. That is not a minor concern, since radical fringe elements are the most likely groups to retaliate against the United States with catastrophic terrorism.

The United States is truly the biblical Goliath of the world. It swaggers like a giant but is now increasingly vulnerable to even the weakest actors in the international system -- terrorists. Therefore, the United States must intervene only when a conflict becomes relevant strategically -- that is, when an aggressive great power might overrun a region of high economic output (Europe or the East Asia) and use the additional economic and military power it would acquire against the United States.

A policy of military restraint is not one of appeasement. The overwhelming percentage of U.S. interventions simply waste lives and resources. Now they can have catastrophic effects at home as well. President Clinton was right to note the rising danger. But he ignored the real solution and opted instead for feel-good measures that would have only marginal relevance.

US lawmakers warned of "dark winter" in case of bioterrorist attack

WASHINGTON, July 23 (AFP) -

A chilling scenario of possible national collapse was presented Monday to US lawmakers by a group of prominent security experts, who warned that a biological terrorist attack on US soil could bring the country to the brink of disintegration.

The panel, which included former deputy secretary of defense John Hamre, Oklahoma governor Frank Keating and former senator Sam Nunn, presented their conclusions after holding a two-day exercise code-named "Dark Winter," which featured a computer-simulated bioterrorist attack on three US states.

Members of the House Subcommittee on National Security closely listened as participants painted a picture of the world's most powerful nation descending into chaos in a matter of several weeks.

The game starts with a brief television report that about two dozen people checked into an Oklahoma City hospital with an unidentified illness. Doctors soon find the patients have smallpox, a highly contagious and deadly disease unseen in the United States since 1949.

Similar smallpox cases are reported in Pennsylvania and Georgia. By day six, 300 Americans are dead and 2,000 others are infected. Cases of smallpox are reported in Mexico, Canada and Britain, according to the scenario.

Meanwhile the US heath system is overwhelmed, the 12 million doses of smallpox vaccine quickly disappear, schools nationwide are forced to close, and public gatherings are limited due to fear of contagion.

Droves of Oklahomans anxious to flee stream toward Texas -- but the Texas governor, eager to protect his own residents, closes the border and deploys the state National Guard. Shots are fired.

As the standoff between Texans and Oklahomans deepens, a rift opens between federal and local authorities. Members of the US National Security Council suggest "nationalizing" the national guard, while state governors insist on keeping the local troops under their control.

On day 12 of the scenario, when the death toll reaches 1,000, interstate commerce grinds to a halt and stock trading is suspended. Demonstrations demanding more smallpox vaccines turn into riots. The United Nations moves its headquarters from New York to Geneva, Switzerland.

Less than two months after the outbreak, when the number of dead reach one million and three million more are infected, the president, played in the exercise by Nunn, gathers his top aide to considers imposing marshal law.

Dead silence reigned in the hearing room as Hamre and Nunn presented their findings with the help of colorful "emergency newscasts" prepared by the nation's leading television broadcasters, who also took part in the exercise, which took place at Andrews Air Force Base outside Washington, D.C. in June.

"I think we felt it would cripple the United States if it occurred," Hamre said.

"We though we were really gathering together to talk about the mechanics of government," Hamre said. "What we ended up doing is thinking how we save democracy in America."

To Republican Congressman Benjamin Gilman, scenarios like this no longer belong to the realm of science fiction.

"Sadly, events of the last few years, with bombings ... in New York, Oklahoma City, have transformed the bioterrorism debate from the question of 'if' to the seeming inevitability of 'when," he said.

Nunn, who had sat on the Senate Armed Services Committee for more than two decades, said the exercise raised more questions than answers.

If there is only one dose of smallpox vaccine for every 23 Americans, whom do you vaccinate? he asked.

"Do you seize hotels and convert them to hospitals? Do you close borders and block all travel? What level of force do you use to keep someone sick with smallpox in isolation?" he asked.

No clear answer was offered by those present.

Iraq recruited Saudi billionaire fugitive Osama Bin Laden and his Islamic allies to carry out the suicide attacks around the United States, according to Israeli intelligence.

Israeli officials and intelligence analysts said the suicide hijackings that downed the World Trade Center and destroyed parts of the Pentagon was too large an operation for any one group. The analysts said the operation was also too big even for a coalition of Islamic terrorists headed by Saudi billionaire fugitive Osama Bin Laden. Bin Laden is accused of masterminding the bombings of the U.S. embassies in eastern African in 1998.

Intelligence sources briefed the Cabinet of Prime Minister Ariel Sharon on late Tuesday, hours after the catastrophe in New York and Washington. The sources were quoted as telling the Cabinet that a Middle East government was probably the sponsor of the attack.

The most likely sponsor for such an attack, the sources said, is Iraq. The Baghdad regime has long maintained an alliance with Bin Laden and Islamic groups.

"All the steps lead to him [Bin Laden]," Reuven Paz, a leading expert on Islamic terrorism, said. "Of all the countries, Iraq seems the most reasonable [candidate]."

In Baghdad, Iraqi state television appeared to welcome the bombings. The television said the spate of attacks demonstrated the vulnerability of the United States.

"The massive explosions in the centers of power in America, notably the Pentagon, is a painful slap in the face of U.S. politicians to stop their illegitimate hegemony and attempts to impose custodianship on peoples," the television said. "It was no coincidence that the World Trade Center was destroyed in suicidal operations involving two planes that have broken through all U.S. security barriers to carry the operation of the century and to express rejection of the reckless U.S. policy."

"The collapse of U.S. centers of power is a collapse of the U.S. policy, which deviates from human values and stands by world Zionism at all international forums to continue to slaughter the Palestinian Arab people and implement U.S. plans to dominate the world under the cover of what is called the new [world] order," the television added. "These are the fruits of the new U.S. order."

The Israeli Cabinet was informed that the United States might launch a massive attack on Iraq and Afghanistan over the coming days. The sources said such an attack could prompt a regional war.

On early Wednesday, Afghanistan appeared to have been a target of retaliation. Several bombings were heard in the Afghan capital of Kabul. U.S. officials denied that their country was responsible.

In the aftermath of the suicide bombings in the United States, Israel closed its air space. Israel also warned the Palestinian Authority to immediately stop all attacks against the Jewish state.

Worried after attacks, Los Angeles locals rush to buy gas masks, provisions
LOS ANGELES, Sept 13 (AFP) -
Worried that the devastating terrorist attacks in New York and Washington might possibly be followed up by an onslaught in Los Angeles, residents here on the West Coast rushed to stocks up on food, US flags, and military gear including gas masks.

"We had a few customers with the impression that this is going to lead us to World War III as soon as we find out exactly who did this," said Peter Kalaydjian, owner of a shop selling survival materials, while surrounded by gas masks and bulletproof jackets.

"More of my customers are a lot more sane," he said.

These include lawyers, doctors, security guards and other "regular people" who, since Tuesday's suicide attacks against the twin towers of the World Trade Center and the Pentagon, have bought in defense materials including knives, helmets and other things to help them in the event of an attack.

Kalaydjian said he sold more than 600 gas masks, and sales generally have multiplied by 10 times in the last three days.

Other sought-after articles include first-aid kits "because in the event of a disaster all the hospitals and ambulances are going to be full and people are trying to prepare to heal themselves as well.

"I'm out of gas masks and out of the flags that stick on windows as well as the big flags," said Ned Escaip, who has a small shop also selling military style material.

On Thursday, the US Congress urged all Americans to display the Stars and Stripes as a "symbol of solidarity."

Escaip has also sold large quantities of flashlights and batteries -- and had unusual requests from clients.

"A middle-aged lady came and bought a gas mask and wanted to know if I had one for dogs," he noted.

Meanwhile, in Los Angeles supermarkets, which are used to taking precautions against earthquakes, people were also stocking up on some more basic products.

"The day the attacks happened people came to buy gallons of water and canned food and all of that, to make sure they prepare for anything," said Fuensanta Espinoza, a local supermarket supervisor. "It's not like they are doing any panic buying or anything like that."

The requests and local reaction appeared not to have caught trade people off-guard.

"The same thing happened the last time the United States bombed Baghdad and there were war threats and during the Desert Storm. It's the nature of our business," said Kalaydjian.

Pentagon Mulls Activating Reserves

WASHINGTON (AP) - The United States will launch sustained military strikes against those behind the terrorist attacks on New York and Washington as well as their support systems, a senior Pentagon official said Thursday.

In the most explicit description yet of the Bush administration's intentions, Deputy Defense Secretary Paul Wolfowitz said the military retaliation would continue until the roots of terrorism are destroyed.

``One has to say it's not just simply a matter of capturing people and holding them accountable, but removing the sanctuaries, removing the support systems, ending states who sponsor terrorism,'' he told a news conference in a Pentagon briefing room that still smelled of smoke and soot.

Other defense officials, speaking on condition of anonymity, said the administration was considering options that included the use of air, sea and land forces over a lengthy period. They said it was clear the administration would go well beyond the limited strikes of recent years against Iraq, Afghanistan and Sudan.

``This is not going to be a short program,'' said Navy Secretary Gordon England.

President Bush was considering a request by Defense Secretary Donald H. Rumsfeld to call several thousand members of the National Guard and Reserve to active duty in the next few days, a defense official said. The last presidential call-up was in January 1991 when 265,322 reservists were federalized for the Gulf War.

The military's fleet of sophisticated radar planes - called AWACS - have been ordered to stop flying missions over the nation's airspace, Rumsfeld said Thursday night on CNN's ``Larry King Live.''

The decision coincided with the resumption of commercial airline flights Thursday morning.

Rumsfeld also noted that combat planes continue to fly over the New York-Washington corridor. He said he has not decided when those flights should stop. ``And we do have interceptors on 15-minute alert across the country on some 26 bases,'' Rumsfeld told CNN.

Air National Guard reserve pilots have been used to supplement American forces in military emergencies on many occasions.

In comments at the White House, Bush was less explicit than Wolfowitz about the military's role but emphatic that action would be taken in response to attacks that he has called acts of war.

``Now that war has been declared, we will lead the world to victory,'' Bush said.

Wolfowitz made clear the administration was not thinking of a limited response.

``One thing that is clear is you don't do it with just a single military strike, no matter how dramatic,'' he said.

A senior White House official, speaking on condition of anonymity, said Bush is planning a sweeping campaign against terrorist groups that could last several years. The official seemed to be bracing the public for the likelihood that, although Bush may not act quickly, he will act forcefully with a series of strikes.

The Navy has two aircraft carrier battle groups - each with 75 warplanes aboard - in the vicinity of the Arabian Sea, said Adm. Vern Clark, the chief of naval operations. That is twice the usual number for that part of the world. The USS Enterprise, which was due to return home after being relieved earlier this month by the USS Carl Vinson, has been ordered to remain in the area indefinitely.

Those battle groups normally include cruisers and submarines, which could be used to launch long-range cruise missile strikes, perhaps as part of a prelude to attacks by manned aircraft such as B-2 stealth bombers or B-1 Lancers. There were no indications Thursday of a buildup of American forces in the Middle East or elsewhere.

Neither Wolfowitz nor other defense officials hinted at when the United States might begin military strikes. On Capitol Hill, some lawmakers urged the administration to gather more information about the perpetrators of Tuesday's attacks and their supporters.

``This has got to be a very sophisticated inquiry,'' said Sen. Dick Lugar, R-Ind., a senior member of the Senate Foreign Relations Committee.

Lugar was asked whether he believed the United States should launch a massive military response.

``There's no way of being able to decide that prior to knowing how extensive the harboring or aiding and abetting and organizing is,'' he said. ``That is why I would counsel that we'd better know that before we begin suggesting particular tactics of retaliation.''

Wolfowitz said part of the emergency funds the president is seeking from Congress will be used to strengthen U.S. military readiness for the fight against terrorism.

On Wednesday, Rumsfeld said in a message to U.S. troops worldwide that some among them would be called to join the battle against ``powerful and terrible enemies.''

yes what happened was terrible, and we should all be prepared in the future. But if we do what you say then that means we live in fear, and if we live in fear do we really live free??? think about it.

after what happened do we really have a choice now?...its not about living in fear...its about being prepared , simple as that...
 
there is no way to be prepared. if a plane crashes into the sears tower in two weeks will people be prepared there? if in a month anthrax is exposed in the rose bowl, will people be prepared? sometimes you just have to except the possibilities and press on.
 
i totally agree... millions at the drop of some chemicals can be killed in an instant. At sporting events, subways, anywhere really!
And what about the water, i've feared they could put something in the drinking water also.

I honestly will buy one of these.
 
Experts Doubt U.S. Is Ready for Biowarfare Attack

WASHINGTON (Reuters) - The first sign of trouble might be rather mild -- people showing up at doctors' offices or hospital emergency rooms with runny noses, teary eyes, headaches and fevers.

Only the sheer number of these patients, not the severity of the initial symptoms, might suggest that something unusual is afoot.

But the progression of these flulike symptoms over a period of days into worse problems, such as bleeding, internal and external lesions, and labored breathing, might provide the first proof of the unspeakable: an attack on a civilian population with biological weapons. In such an event, untold thousands of people could suffer agonizing deaths.

That scenario was offered by experts on Monday amid mounting concern after the Sept. 11 attacks on New York and Washington that the United States is poorly prepared to deal with an attack involving disease-causing micro-organisms or lethal chemicals.

"In a worst-case scenario, a biological attack could be considered the most horrible of all in terms of a hostile effort against a population," said Leonard Cole of Rutgers University in Newark, New Jersey, whose books on biological and chemical warfare issues include "The 11th Plague: The Politics of Biological and Chemical Warfare."

DOMINO EFFECT

"And that's because, at least theoretically, every person who becomes infected, if it is with a certain kind of micro-organism, himself becomes a biological weapon who can infect others, and you get kind of a domino effect," Cole said.

America is unprepared to handle an attack with a biological weapon harnessing deadly viruses and bacteria or a chemical weapon that ravages the human nervous system, experts said.

For example, the people who may be the first to respond to a biological weapon attack -- the primary-care physicians -- have not been included in any meaningful way in planning efforts, said Michael Osterholm, director of the University of Minnesota's Center for Infectious Disease Research and Policy.

"At this point, we're woefully short in vaccines and antibiotics. The public health infrastructure is but a shell of what it needs to be able to respond. And public health has continued to be overlooked in most of the kinds of funding that have occurred to date in terms of trying to prepare us for terrorism," Osterholm said.

The nightmare scenario for government officials planning responses to unconventional domestic attacks is the introduction of a biological agent such as anthrax, smallpox or a small list of diseases into a densely populated area, perhaps by dumping a mist or powder over a city from a low-flying, slow-moving, small airplane.

"SILENT KILLERS"

Frank Cilluffo of the Center for Strategic and International Studies called biological weapons "silent killers" because it could take days or weeks for symptoms to manifest themselves. An attack could remain unknown for some time unless the perpetrators announced it.

Because no one would know what had happened, many people who had been exposed -- say, to an infectious disease such as smallpox -- might unwittingly spread the virus to many more victims who had initially been spared.

Experts believe the two most likely biological agents would be anthrax -- a deadly bacterial disease spread by spores and generally confined to sheep, cattle, horses, goats and pigs -- and smallpox -- a viral scourge that killed millions of people throughout the centuries until it was declared eradicated worldwide two decades ago.

Anthrax kills about 90 percent of those it infects but is not spread from person to person. Smallpox kills only about 30 percent of those it infects but is alarmingly infectious.

The two most likely chemical agents, experts said, would be nerve gases such as sarin or VX, which short-circuit the nervous system, and mustard gas, which causes deadly internal and external blistering.

HIGH DEATH TOLLS

"A well-placed and effective chemical agent could clearly (cause) thousands of deaths," Osterholm said. "A well-placed and effective biological agent could (cause) hundreds of thousands of deaths."

Various government reports document failings in official preparations for domestic attacks with biological or chemical weapons. The U.S. Centers for Disease Control and Prevention, the agency that would be in charge of nailing down the nature of a germ outbreak in the hours and days after an attack, concedes that the public health system right now is unable to detect and respond to a biological attack.

Congressional investigators have reported in the past two years that "the U.S. ability to effectively respond to chemical or biological terrorist incidents is compromised by poor management controls and the lack of required items," such as good vaccines and medical supplies.

One report found that government stockpiles included expired medicines. Another found that supplies were being stored at too high a temperature.

"We're unprepared. I'm not going to lie and say that we would handle it well," said Cilluffo of the Strategic and International Studies think tank.

why is everyone so paranoid??? A total of 2 people have died from anthrax. Big deal, thousands a year die from the flu alone! Not to mention cancer, aids, car accidents.. Chill out. You wont die from anthrax!

Anyway, its a fact that if there was some attempt at chemical or biological warfare (which attempts are very difficult) you wouldnt know it was happening until much later. Most of these agents are odorless and invisible or near invisible. And most arent able to spread into peoples houses (because they are tiny particles they will blow away). So basically you would need to be outside to be infected. So for a gas mask to work you would need to be carrying it with you as you walk down the street everyday for the rest of your life. Remember that there has never been a successfull killing of thousands of people from this type of stuff (even though some have tried). So dont go wasting your money. ESPECIALLY, if you live in iowa or some other small state that wont be the target of such an attack.

If you want, you can send me 5 bucks and i will install an invisible force field around your body to protect you. It will be just as effective.
