That's a load of shit in most cases. I got an animal cruelty ticket when I was like 10 because I was shooting squirrels with a BB gun that my dad bought me and encouraged me to kill yard rodents. There was an article in the paper and shit and they said I would be serial killer, too. What a bunch of shit.
