40mg whinny capsules-need fast reply

My friend made some whinny caps that ended up 40mg per cap!This happened because the filler packed tighter than he thought (1st try)
Would it be ok to take one that large?
What's a good filler for making capsules? h
He used protien powder,but it packs alot.
