either

it means that the resource (file) you were trying to access (downmload) is forbiden (you dont have permission to access it)

or

an incorrectly typed URL or an outdated link from an external server or a search engine

it doesn't matter if you were downloading or not, if you try to access a web page(browsing) and you don't have access that is the message

Is this a work computer that he brought home? Did you check the proxy settings? We need more info...

I get this when surfing from work sometimes, it means the company server is blocking that web page. The server blocks certain sites like ebay and various porn addresses all of the time, but sometimes it blocks random addresses too. Are you getting this from a work PC?
