Interesting question. While I am certainly not a deca fan, due to the side effects and poor mass gain per $, I have noticed in, from my own use as well as observing others, that deca does not produce any signifigant side effects until you approach the 400 mg mark, for most people, other than suppressed labido. Of course using 250 mg of test a week should correct that problem. My first bulking cycle was 250 mg sust and 200 mg of deca a week. I experienced no side effects other some some acne and a very increased labido. For my next cycle, I doubled the doses 500 sust/400 deca, and threw in 50 mg of proviron a day (damn, talk about increased labido! I nailed some fat, ugly chicks during that cycle...and didn't care that they looked bad). I gained ALOT of water, and later on after noticing that 600 mg of cypionate does not cause that much bloat for me with proviron I must assume the deca played a role. Later on, I tried 600 mg of deca a week with 50 mg of proviron a day, and gained more water than the same combo with 600 mg of test cyp. At the doses you are gong to use, you are unlikely to experience any side effects. So the 250 test/250 deca combo is probably going to be very easy on your body, and definately wins the side effect arguement. Now in terms of gain in muscle mass... 500 mg of test should be your choice. Mg per mg, test builds more muscle than deca, so replacing a given # of mg of deca with the same amount of test should produce more gains, up to a point. So it really comes down to risk of side effects vs. gains. You are playing with low doses at this point so the side will probably be mild with either stack, and test is cheaper than deca. In terms of mass gain vs. $ spent it is pretty damn hard to beat test or dbol.
