That statement is incomplete. People are only the sum of their experiences. You could switch "poor" to "middle class" and the statemnet would be just as true. The statement is axiomatic, but that does not necessarily mean that it explains the problem.

The people he wanted to help were people who live on the street, who have grown accustomed to it, who have probably been taken advantage of 1000 times. Some of them may have thought they were being scammed.

So while your foster dad's experiement was noble and well intended, it sort of misses the point. A legislative and economic shift would have to occur to make things different.
