I agree it's not the best test of strength. I can't think of a situation where you lay down and push something (except for sex). I think the best tests of strength are movements where you're on your own two feet with the bar in your hands. But the bench...
My elbows are in a neutral position, bar lowered to lower pecs, and back flat on the bench. I don't see the point in tucking too far and lowering to your upper abs and arching unless you are trying to powerlift.

Incline Bench: 225x5, 225x4, 225x4
Flat Bench: 225x7, 225x7, 225x7
Decline Bench: 225x8, 225x7, 225x6
Declines really work the lockout.
