If he had a dislocated shoulder, and they used it to relocate it, then that would be an indication to use it (even in his house). There is nothing that states that propofol (or even controlled substances) must be administered in a hospital setting.
Wedging a testicle between 2 45-lb plates would be excruciating. I could think of a legitimate use for Demerol, Dilaudid, and propofol combined in that case. ;)

If they used propofol to induce sleep for his insomnia, and he died as a result of that, then yea, they probably will (and should) be charged with criminally negligent homicide. Propofol isn't intended to be used that way.
