Decline does work well for th elower chest, but you may also want to try dips as well. They are not only good for your tri's, but for me, they are excellent for the lower chest.
try benching with your arms slightly wider then shoulderlength, grab the bb with your palms facing in. this amy feel awkward at first, but it will work.

I had the same problem, the only thing to do, for me, was to ice my forearms, and use sportscreme (it has aspirin in it) My pain is now minimal.
btw are you on gear?
I had the pills as well and was asking about them on this board. The answer I got from everyone was to lose the pills and go with the oil. Apparently it takes 14 of the pills to equal one tablespoon. Anyhow, if you stay with the pills, take one when you wake up, and at night.
