It's in Vancouver, where they make decisions through a cloud of BC bud.
Apparently the little girl who was the model for the image is all stoked that she's helping drivers to slow down in school zones. Which is kinda cute.
I think it could actually create accidents from people swerving etc. though.
Here, more moose get hit than kids.

When i saw "travaux public" i thought it was from Quebec.
Crosswalks are for the most part ignored here by drivers. Pedestrians understand they have to get out of the way.

I don't know how much the "hologram" actually rises up as you drive by but looks effective.
