2 to 3 years for a good base you would have bulkiness.
4th and 5th year the muscle group really shapes.

after that maturity of the muscle is at its best.

white guy will take longer (on avg.) than a black guy to reach that level. That level of physique looks like a fairly average guy that works out fairly regularly (given that he is black he could work out very little and still look that way). You'd be surprised what 3-6 months in the gym on a regular basis would do to an average person's physique.

In other words, if that physique is your goal you shouldn't have too much trouble attaining it. This is of course assuming you're not very obese or a super skinny, true hard gainer.

The guy your wanting to look like hasnt acheived shit. He was most likely always lean and played with weights a little. You are an absolute beginner and genetics are against you. You will have trouble gaining mass quickly, but with dedication and hard work it can be done. From your size I know your not eating enough so this is your first priority. If you want to be big and strong then eating is a full time job. You need to focus your training on heavy compound movements. Stay away from isolation work. I know all the young guys wanna spend their time doing bicep curls, but they forget to realize that heavy rows and pull ups will pack on way more mass and yield bigger arms faster. If you choose to commit then you have to be in for a long road. Getting jacked is a marathon not a sprint and it takes years of work.

dont get caught up in comparing yourself to other people. Everyone has their own genetic limit. Just be the best you can be. Work hard and in time good things will happen
