Does anyone want to take the time and tell me why I'm getting fat and not leaning out

Keep the protein and carbs the same but drop the fat calories by 500. Dont be drastic and cut 1500 calories for no fucking reason. I know EFA's are important but anything in excess will turn into fat.
 
When lowering caloric intake...

I would think it best to do so gradually, so as to prevent potential catabolism.

Also, what is your body's calorie minimum for maintenance?

Why 2.5g of protein per pound of bodyweight? Has this proven to be more effective for you than 1.5g/lb?

Ecto, Endo, or Meso?

Were it me, I'd go for about 350g protein, 150g carbs, 67g fat every day, which would total around 2600 calories.
