well actually yes. t3 can be used to bulk on for guys who know what they are doing as it increases protein synthesis both way. ie, you dont eat enough you lose muscle but if you stay im a surplua your body can utilise more protein. bulking doses are much lower like 25-50mcg to put you just above normal levels oppose to when cutting doses can be much higher.
having said that short answer is likely no unless you are very experienced with PED use
