Actually you're right in line with what WebMD says, which is that kids between the ages of 7 to 12 need 10 to 11 hours of sleep.

Giving them a half hour in their rooms before lights out is a good idea, gives them time to wind down.

Sleep is modulated by hormones, so yeah, the ones who are in puberty are going to be tough. They've done studies, adolescents biochemically have major problems falling asleep earlier. They're like hormonal night owls. It's why a lot of sleep specialists recommend that school districts flip the way they start school, have the little ones start at 6:00 or 7:00 and let the teens start after 8:00. Little kids naturally wake up with the birds.
