No, but a common sense policy should kick in. I couldn't imagine the success a certified person could expect without some age/development/experience to cooencide with certification.

i am 16 but i know so much more than most of the trainers at my gym..i want to give it a shot next year..i definatly could do it i would just need some peoples trust
